No. Google states that there is no way to request or pay for a better local ranking. We commit to the work (profile, reviews, pages, follow-up) and we show you what your data indicates, without promising a position.

Do I need one page per city to be found in my area?

Not necessarily. A page per area is only useful if you really serve that area and its content is specific to it. Google's spam policies give, as an example of doorway abuse, multiple pages that target specific cities and funnel users to one page. Your Google Business Profile can also list up to 20 service areas.
